Speeches were madeand there was a decision to set up a communication centre.3) 10 Chinese were arrested in a club and charged with vagrancy (bail set at $50). 4) a Chinese was charged with storing liquor. He was fined $50 or 1 month in prison. 5) Ambassador Wong and arrived in Victoria on July 20 to sign andissue the Nationality certificates. During a banquet held forthem, Ambassador Wong made a speech to stress the importance of the Nationality certificate; later made a speech on the future Chinese franchise and thepossibility of being enlisted.
