Jan. 18. Sat.P.2 1. There was a new business license regulation which required any hawkers with a horse and wagon to pay $100 annual license fee. The Chinese vegetable hawkers became very desperate and they wanted to protest and abolish that regulation. (Chan) was elected to be the representatives of200 Chinese hawkers to fight for the abolishment of the regulation. Chan asserted that the annual profit of each hawker was only about $500, thus paying $100 annual license fee would mean putting the Chinese vegetable hawkers out of work. He intended to appeal the case in the supreme court on January 31st
