The reason for his arrest was that he was the leader of theKuomintang which held radical ideology. The secretary was alsoarrested. Each could be bailed out at $5,000.3. During the meeting of the City Council in Vancouver there was a proposal to segregate all Chinese residents into one area. It was reported that many white merchants were against the dispersal of Chinese hawkers all over the city. They asked for restrictions on the Chinese. Their proposal would be discussed at the next City Council meeting
