April 27Pi 1) gave a talk on hew to protest against the immigration law. Hepointed out that since Ambassador Chau was theonly spokesman for the Chinese in the parliament meeting, he would easily be outvoted; it was thus nec- essary for the Chinese associaions to do something to change the sentiments of some of the legislative committee members towards the Chinese. He sug- gested 2 approaches to change the sentiment of the legislative committee members: a. Negotiation approach - namely (1) to negotiate with the opposition party of the Canadian parliament so that they would support the protest against the harsh law. (2) to gain support from the English newspaper so that articles in favour of the Chinese could be published. (3) to gain support from the Canadian merchants, capitalists and manufact- urers so that the rights of the Chinese workers could be protected, (b) Protest approach - to persist on protesting against the harsh law. Appeals should be made to both the Canadian and the British governments. At the same time, the Chinese government should be called for help. Prop- aganda campaign should be enforced in China so as to gain moral support from the fellow Chinese.In addition, booklets about the discontents of the Chinese could be published and distributed all over Canada so the Candian community at large could acknowledge the injustice faced by the Chinese, emphasized that these 2 approaches should be enforced immediately and sim- ultaneously in order to attain fruitful results.
