May 4P3 1) The City Council held a meeting yesterday and they talked about the proposal of excluding the Asian merchants by the Retail Businessmen's Assoc. A lawyer pointed out that the City Council had no right to stop the Asians from opening shops. A city council member also pointed out that such propaganda as Asian exclusion should HH be encouraged. (He said that a city council member had tried to use the anti-Asian campaign to run for his election.2) of New York had published in both English and Chinese in the May issue the new Chinese immigration laws and the reaction s of the people towards it so as to arouse the sympathy from Chinese and whites.
